I installed Act 2010 on a new HP laptop with Windows 7.
Version: 12.0.409.0. Hotfix 3
Went to Help > Act Update
Get Message Box in bottom right of screen:
"ACT! by Sage
New updates available. Click here for detailed description and download."
I clicked and got an error message:
"You do not have permission to download the update. You must be a Windows Adminsistrator."
I contacted HP and followed their instructions to go to command and change to active. Still get errpr message.
Tried right clicking on ACT icon and selecting run as administrator. Still can not download updates.

You can try disabling User Account Control (UAC) in Windows 7, then rebooting. Instructions are in this Knowledgebase article:
