I just saw by accident, that there is a new Hotfix #4 available for ACT 2010. But when I click in my ACT 2010 on "Help/ACT update", it sais I have the newest ACT version already. But I have only Hotfix #3 according to the "about ACT" info screen (ACT! by Sage 2010 Version 12.0.409.0, Hotfix 3)
How can it be, that the ACT software does not alert me about this new hotfix?

This is because all users sharing a database need to be on the same build... and in a site with many users (especially if some are remote sync), it would cause issues if one user updated before the admin had updated the server.
The only fix in HF4 over HF4 is really for ACT! Premium for Web - so probably isn't that important for you
When installing a new copy of ACT!, it will get the latest hotfix (if connected to the internet) ... to get a copy, see this ACT! Knowledge Base article -
