ACT 2009 11.0 won't install

I was using ACT for several months with no problem.  Yesterday, it would not start up because it said it could not find the database on the server.  I use ACT only on my laptop.  So I uninstalled and tried to re-install.  Now it won't install.  The error is "ACT! Installer has detected that the ACT 7 instance is either not running or disabled."  Suggestions?  Also, is my database gone?

You will need to verify that the ACT7 instance of SQL is started in Services.

 

To do this, go to Start -> Run and type in services.msc

Once in the Services Window, find SQL Server(ACT7) make sure that it says it is started, if it does not, right click and select Start

 

Since the database is typically not stored in the same location as  the program, it should not be effected by the uninstall.
