We have a small company, 5 users in separate home offices, 1 user is only inputting data into Act DB.
After inputting the contacts into DB how can we best distribute to the other users? What is the best way to config this situation so that all can access the database?

It will depend how the users will be accessing the database.
If all users will be inhouse, you can setup a shared database environment.
If you'll have remote users, you'll need to setup synchronization.
