Upon reinstalling ACT it will no longer launch, prompting the ACT... has encountered a problem and needs to close. Tried reinstalling it a couple more times with the same result.

This error can come from a few areas, here are some steps to help determine/resolve the issue:
1. Launch ACT! > it will fail > check the Windows Event Viewer for error messages.
(right click 'My Computer', select 'Manage', expand 'Event Viewer', check Application and System for error)
If you see .NET errors, you will need to reinstall .Net - here is an article with information: KB Article 22381
Note: If you do see .Net errors, I would uninstall ACT! - then .Net 2.0. Reboot. Then install ACT! - the .Net 2.0 install will be included.
2. Possible bad plugin file.
- Uninstall ACT!.
- Browse to C:\Program Files > rename ACT folder (ex: 'ACT - Old')
- Install ACT! and test
