ACT! 16 won't start when any web browser is open

If I try to start ACT! Pro v16 (Hot Fix 2) with any web browser open (does it with IE, Chrome, Firefox and Safari) I get an error message and ACT! closes:

 

Resolution of the dependency failed, type = "Act.UI.ActApplication", name = "". Exception message is: The current build operation (build key Build Key[Act.UI.ActApplication, null]) failed: Object reference not set to an instance of an object. (Strategy type BuildPlanStrategy, index 3)

 

The same problem happens if my email client, Thunderbird, is open.  So, anything accessing the Internet, as best I can tell, causes the problem.

 

If I close all web browsers and then launch ACT!, it opens fine.  It's not the preferences file, I've rebuilt those twice.  Also did a complete uninstall including SQL and reinstall, same issue.  Everything works fine as long as a web browser isn't open when I launch ACT!. 

 

Any ideas?  This one is driving me crazy.

Hi Chuck,

 

I am just wondering if there could be an issue with the Database?

 

I could only suggest testing to see if the issue occurs with a different or new Database, and if not, run the normal checks and repairs on your database after a backup.

I'm going to go with damaged or missing Tahoma font!  Or what's behind door number two!  You can get a copy of the Tahoma font from this KB article.

No, it happens with any database, including the brand new ACT! 16 demo database.

This is a couple of long shots, UAC or firewall.

UAC is disabled on every computer I own, and I already tried disabling the firewall and virus protection - no luck.

Try running Process Explorer and see what it's attempting to do when it fails.
