I should have remembered this, but how do I determine if I installed Act as 32 bit or 64 bit?
Also, what is the procedure for migrating from 64 bit to 32 bit on ACT?

I disagree, I had to go back to 32bit Office with Act v19 as 64bit Office continuously gave me errors especially when doing a mail merge

I completely agree with you. While on Office 2013 64 bit, I performed all the same "fix" procedures you did and a bunch more (including hours on the phone with tech support); all without success. 99% of my issues arise with Outlook.
Then I uninstalled Office 64 bit and installed 32 bit and resolved most of my problems. I'm still experiencing some so I now have to uninstall both Office and Act and do brand new installs of both (my mistake was not also uninstalling ACT).
Anyone out there considering installing Office 64 bit, I would highly recommend against it. Act does not work with Office 64 bit. I don't understand why Act just doesn't tell its new customers that it doesn't work with Office 64 bit.
