Act is being accessed on server, Each user signs in as an individual user. One user is admin, the other manager. When manager enters new contacts, they do not show up in admin user's database. Any solution other than having manager sign in as admin (which kinda defeats purpose of having a licence for both users).

Are the contacts created by the 'manager' being created as 'Private'?
It may be that the Preferences for the 'manager' are set to create them as Private - check the Tools > Preferences > Startup tab > Record Creation Options.

I checked that, and manager does not have private checked in preferences. Any other ideas?
