100% cpu usage on SQL server express

Has anyone had problems with SQL Server express maxing out the CPU with just 4 people in it? Mine will even stay maxed out at 2 am when no one is in. So far I have done the following without success:

 

- Rebooted the server

- Restarted SQL services

- Checked/Repaired/Reindexed inside actdiag

- Reboot again

 

I've been having this problem for a week and is making our ACT investment unusable any help would be appreciated.

SERVER SPECS

******************************

Windows Server 2003 Standard SP1

Intel Xeon 3.2 GHZ (quad core but sql express is limited to one core anyway)

4 gig ram (2 gig available when everything is running)

Page File usage is about 1 gig. I've allocated 8 gig

Check to see if the folder containing the unsent emails is full.  I've seen this happpen before.  The folder will be on the server here: C:\Documents and Settings\<USER>\Application Data\ACT\ACT for Windows 9\HistoryQueue
