I have been running my legacy Act 4.0 in Windows Xp on my local machine for more than a year, when it crashed last night with the error message: “Act! 4.0 Application has encountered a problem and needs to close. We are sorry for the inconvenience.” Unfortunately I did not copy the full Windows details on the crash, which is maybe moot since, after reinstalling Act, I still got the same error message, and then I uninstalled Act.
When I ran the Setup.exe I got the error message:
“Cannot find file W:\Act_Install_CD\Setup.exe (or one of its components). Check to ensure the path and filename are correct and that all required libraries are available.”
No hints as to which “libraries” are needed.

Could be physical damage on the disk, or logical damage to the file. Could be security stopping you from accessing this file, such as antivirus software or Windows permissions.
If you're running an antivirus, check any quarantine/vault and consider adding that folder to an exclusion list.
The event viewer (start>run>eventvwr) will have the error still listed there, so you might be able to get the full error message there.
