Can't reinstall ACT for Palm OS after PC recovery

I had to reinstall all software on my PC after a McAfee upgrade/download went bad.  I reinstalled ACT 6.0 on my PC, Palm Desktop on my PC and they both work.  When I try to install ACT for Palm OS on my PC, I get a message "Closing the HotSync Manager", then "Starting the Hotsync Manager".  However, the software never gets loaded to the Palm Tungsten E and I get a PC message "Setup could not launch the Hotsync Manager".  This is the last lingering problem with my PC recovery and I'd really like to restore ACT synchronization with my Palm Pilot.  Any suggestions?
