Act 6 Report Filters Grayed Out

We're using Act 6 for contact management and looking to generate a few reports sorting and filtering by different fields. Unfortunately, when we go in to Define Filters, all three tabs are completely grayed out. We've tried under administrator mode. Does anyone remember back to the days of Act 6 well enough to recall where a pertinent configuration option might be? It doesn't seem to relate to user permissions. Any help would be greatly appreciated!

It depends on the report - If an option is dimmed, it is not available for that report
