Have tested where ACT V21.0.update 7 is already installed and working on on 3 machines and it does not recognise the ACT 21.1 update 1 as valid its looking for ACT V21.1
Message reads This update does not apply to this version of ACT!, please verify you have the correct update.
ACT v21.0 update 7 also does not recognise that any valid updates are available under ACT notifications.

What should have been a quick upgrade took me 2 hours of searching as to why the website updates shown in the screenshot above did not work, everytime I tried to update I would get the incorrect version error for 21.1 update 1 136 meg download.
I will say Act support through chat was quick to tell me to download the whole version from: https://www.act.com/download/download-act!-premium-v21
when I told them the issue I was having.
Even when I tried to sync in 21 update 7 the link in the error box that pops up is wrong, it gets you to download the wrong version, I needed the Windows Client version not the host version.
Very annoying that everytime a database update is done and I have to update the offline client for our sales department that I have to go chasing down answers as to why the update is not working.
Why hasn't https://www.act.com/resources/downloads/act!-premium-v21-downloads been fixed? Apparently this is a known issue.
