Hi,
Thank you for providing the full event viewer error, as there are details in parts of an error i would like to confirm the issue you are actually experiencing?
Is the addin loading correctly within Outlook, are you experiencing any error messages within Act/Outlook?

From the information you supplied it looks like Outlook has disabled the ACT add-in because of the time it took to load.
In Outlook find the add-in manager and in the latest version it now has a section for Outlook automatically disabled add-ins because of time taken to load. There is an option to change this to never disable.

Outlook will sometimes load the ACT! Outlook Addon or disables the addon if it takes too long to load. There are usually no error messages. At times, Outlook loads the addon then drops it - there are no error message popups.
