Before I format my laptop, I used "backup" to created a .ZIP file for restore purpose. After I reinstalled everything and I chose backup from the program, it wont recreate anything. The message was "Failed to open a connection to the database". I surfed for awhile but I don't know what to change. Can anyone give some tips? The SQL ACT7 is running in services.msc.

first it would be good to know if your SQL is working as expected, can you load, open, change content in the act demo database? and if so, can you create a new database?

I had similar problem with same error message in the weekend which was resolved by copying backup zip file to local drive from NAS server where it was backed up to and restoring from there.
