I had the same problem - turned out to be iTunes. Rule out that there's not some other app causing this...

I have this issue as well with ACT 2009 (11.0) and Outlook 2003, (no itunes) and on a couple of diffrent machines.
It's as if Act Outlook Service does not release the outlook datafile for some reason!! (I may be wrong), when the user opens outlook the next day they get the message from outlook about checking outlook data files.
What I find sometimes solves the issue if if you remove the unnattached email in the Act Outlook Service, but even this is not a reliable solution.
