an admin staff member modified a field within the contact layout page. but apon sucessfully syncing (no erros in the sync log) the changed field does not replicate to any remote database.
the supplimential files option is checked on the remote databases apon creation.
What is causing this? or is this a limitation with act?

Michael, so a user modified a field on a Contact Layout, using the Layout Designer, and saved the changes, correct? Then, one or more Remote/Subscriber databases sync'd with that Publisher database but the updated Layout did not sync out? Yes, it SHOULD sync to the Subscribers as long as you checked "Allow database supplemental files to sync" when you created the Subscriber database(s).
If you have not already done so, close that Subscriber database and open it again to ensure refresh of that Layout.

Ah, no. sorry for the bum steer, they actually modified the 'define fields' option from the 'tools' dropdown menu bar to create a new drop down list from an existing field.
I can confirm that the "Allow database supplemental files to sync" on database creation was set.
I have closed the subscriber database and re-opened it again, but there is no change.

In the master database open your layout and then save as new name. Now check to see if this syncs to remote users. If it does either use this or delete your current layout and then rename new layout back to default layout.
