You will need to use HTTPS (standard port is 443) and also get a certificate for the web server, you can get free ones via Let’s Encrypt the only problem the certs only last 3 months but you can use the win-acme client to automatically update the certificate via windows task schedular.
There are videos on how to set up win-acme and it can be downloaded via https://github.com/PKISharp/win-acme/releases
The other way would be to purchase the certificate.

For port 443, I cannot easy change the port from 80 to 443 on router? Need to get certificate for that?
And if I buy the domain and SSL from hosting provider. Where can I set up for a domain name?

The certificate would be installed on the act! web server, on the router you would just port forward 443 to the act server. You should be able to find how to do this via you router's help pages or search on the internet.
