can i hide a user from seeing other users?

not just in dropdown menu for activities, but also in the contact list

It's not possible to make user records private or have limited access. Individual notes/histories/fields on the record CAN be - but the record itself must be public.

If you have sensitive data you don't want visible to all users, I'd recommend having a separate contact for the "User" contact, which only need to have a name - and another contact with the sensitive data that can be made private.
