What version of the microsoft .net framework do you have installed?  If you have the client 4 profile and extended please remove these, making sure only .net 3.5 and bellow are on your computer.

Make sure you have .net framework 3.5 installed.   Full Administrator Privileges on the computer, keep UAC turned off & uninstall ACT and reinstall it.  Then try again.
