If the users have independent machines, you can remove the 'Act.Outlook.Service.exe' from the 'Startup' items within MSCONFIG. This will keep it from loading locally on the computers.
If you are referring to a Terminal Services environment, perhaps someone in the community will have a method for setting this up.

but would it be possible to remove from the 'Startup' as suggested or using the regedit.
remove the Act.Outlook.service.exe from HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
Then create a shortcut to c:\Program Files\ACT\Act for Windows\Act.Outlook.service.exe and add in to the startup Menu for the users that require it?
All Programs > Startup
