I have client computers that access an ACT database on a central workstation. I upgraded the whole lot to v21 and now I can't access the database using Crystal Reports. I don't know the sa password. Suggestions will be welcomed.

I think you will need to uninstall the SQL instance and install SQL with a desired password.
I do not see any documents on the reset of password in actdiag.

You could use the ACTReader user rather than the SA user for the connection in the report. The password for this user can be changed using the ActReader.exe in the act! install folder.
