What does this error message mean when converting from act 6.0 to act 2011?

Hello All,

After many hours, of act 2011 converting a dbf database from act 6 to act 2011, I get the following error and the conversion then terminates:

The INSERT statement conflicted with the FOREIGN KEY constraint "NOTE_MANAGEUSERID_FK". The conflict occurred in database "mydata", table "dbo.TBL_ACCESSOR", column 'ACCESSORID'.
The statement has been terminated.

What does this mean, and how can I avoid this. I already did an exhanstive scan and repair database on version 6.0 and even rebuilt the index files in version 6.0.

My mydata database has almost 24000 records and it's important that all notes and all activiities are preserved after the update. And I chose to convert attachments to shortcuts.

How can I try again and it will work so I will not get this error message.

Any help is deeply appreciated!
