I am unable to install ACT 19.2 Update 3. I am now using Act! Premium Version 19.2.146.0, Update 2

Are you receiving an error message when you are trying to install? 

I have included the download link below which should work for you.

The link did not work. Also under ACT-Help-Act! Notification there is a newer version available, click here. This does not work either. My Act Version 19.2.146.0 Update 2

Maybe the computer security is set on the high side not allowing new items to be installed.
Let's try running Act! in Admin mode.  If your right click the Act! icon then click Run as Administrator...

Always start ACT and Outlook in  Administrator Mode.

After the act1920update3.exe  is put into your Download folder does an extraction begin when you double click the file?
