Update Linked Contacts not working

I have all of my linked fields set up correctly and for some reason when I make a change on the company record and select "update linkded contacts" nothing happens!  It was working at one point in time and now it is not.  Any ideas of why this would stop working.  Even an address change is not taking effect.

Hi, I am using Act version "Act! Premium Version 16.2.14.0" and I seem to be having this same exact probly but the link for the fix takes me to a Sage website that does not seem to have any sort of Act download on it. Any ideas? I really need all of my fields to link when I click "Updated linked contacts" from Company

This KB no longer exists. How do I fix this issue? We are running ACT Premium 16.0.291.0, Hot Fix 4. Shared database installed on server.
