Hi. We have just ahd a customer who installed act! registered it all OK un-packed a remote database and when trying to logon got the message:-
"To finalize the registration, the database administrator must login first"
So he thought that the registration hadn't worked correctly on the machine, if he logged on as an admin user you could logon OK and also see the registration was indeed OK and showed the correct licence.
When he then tried logging onto the main database as the new user not the remote DB he got the same error. The issue was nothing to do with the registration but the amount of active users in the database. When the new user was trying to logon to the database it was 1 more active user than the licence key would allow. Disabling an old user fixed the issue.
Can Swiftpage fix this message as the customer spent a long time trying to sort this out creatinng new remote DB's un-installing and re-installing he contacted us and we then found the issue. The same prompt also happens in v21 customer was using v20.

ACT V21.1 hotfix 3 is showing this as fixed. No tested but thought you would like to know.

This incorrect message came with the new licencing system late last year so they have had time to fix it. I also had clients confused as well.

It's still happening in the latest version according to act! support as I called to let them know about the issue.

OK, so you not have enough licences for the number of active users so you want to make some inactive - but you can't log in as you do not have enough licences. Just hopping a full ACT administrator can still log in with the don't have enough licences message so they can take action.

Active users can still logon OK it's only the pending ones that can't
