Seems in the last couple weeks (all of a sudden), my Timeless Call Alarms are not ringing when i start Act! in the morning. Around mid-afternoon 2-4ish they suddenly appear. They don't go off at Noon either.
I checked the time on my server and it's set properly.

I've heard from a couple other users that use the timeless calls alarm setting a lot and it's suddenly started happening to them too.
We are on ACT! Premium 2013 Version 18.104.22.168, Hot Fix 3

We are running Windows 7, and we updated to Windows 7 when we updated to ACT! 2013. And the Alarms window is visible it's not like it's going off and I can't see. It's just not included my Timeless Alarms until VERY late in the day or the next day.
