TCP protocol in SQL instance errors

Our workstations keep getting a "Configuration of the Admin/Connection/TCP protocol in the SQL instance of Act 7 is not valid" since installing ACT 10.3.

 

The specific file name is sbeent.rll, version 20005.90.1399.0   If anyone has any idea as to whether this file needs to be repaired or removed and how please advise.

When do you get this error?

 

I'm unable to find any information on sbeent.rll or locate it on the machines here.  Have you searched the machines to see where the file is located?

This is an event log error listing, when the machines are locking up in ACT.  I did not think to search the machine for the file location. I will.

I found the file on our ACT server.  It is located in the following: C:\program files\ Microsoft SQL\90\Shared Resources\1033

 

I am not sure what it has to do with a "TCP protocol in the SQL instance" "ACT 7 is not valid"?
