Hmmmm.... a reboot of the server seems to have fixed this issue.  ACT is now closed on the server and is able to sync.

There is 2 ways to setup synchronization in Act.

 

1) The first way is to have Act open and have "Accept Incoming Sync" in the Tools > Synchronize drop down menu.

 

2) If your using the Network Sync Service instead, you need to have "Accept Incoming Sync" DISABLED (this option is only when you're using the Act application to sync a database and not the sync service.

Does the Network Sync Service need to be running on the Subscriber pc?

The network sync service only needs to be running on the Publisher machine, not the Subscriber.
