We are running v18.2, but this problem also was happening in 17x. Users access the database either directly over a share or APFW. Our database keeps enabling Syncing. We disable it through the Sync Panel and within a few days, it is enabled again.

The first place I would look is who has access with ACT admin level and restrict all users apart from yourself. Never had this happen on its own but there is always a first time. Also check sync log to see if anyone is syncing. Very odd.

I thought the same, so I removed everyone's (2 other people) admin rights. And within a few days, syncing was enabled according to ACTDIAG.
There are no entries in the Sync logs either.
