We just purchased ACT Premium 2009 - and our IT person tried to set it up as having the Main Database on our server in TX, and two remote data bases in Idaho. We have 2 Licenses, which I am thinking should be the 2 remote users in Idaho. Do we need to have 3 licenses in order to have the Main Database on our server, and 2 remote users?

The licenses are per user name in the database. If you only have 2 licenses, you can only have 2 users. You don't need an additional license for the server unless you want to have a user there also.
You might want to consider the Premium version of ACT!... otherwise, the server needs to be logged in and ACT! open to sync
