We are running ACT! by Sage Premium 2008 (10.0) (ST Edition) Version 10.0.1.199 and the count between my remote version and the server version is off by 6 records.

A handy tool for troubleshooting issues like this is the table rowcounts report in ACTDiag.
It details the number of records in each table that are public, private and limited access.
Start > Run > Actdiag
Click on Databases > Database List
Click on the database in question
Actions > Database Structure > Table Rowcounts Report
