Do you have the most recent version of Swiftpage installed?
Perhaps uninstalling SPE and installing the latest build will take care of it. Be sure that Act! is closed during both operations.
We have been using SPE with Act! 11.0 and Act! 11.1 since they have been released w/o any issues.
