The following steps worked for a client of mine that has 13 Surface Pro 4 tablet s he just bought for his sales team.
See the steps below I did to get act to look "correct":
1) Download and apply the full Intel Driver for Surface Pro 4 (by default is not fully installed)
2) Go in Display - Advance settings and change the custom scaling to 100 (not 200 that is currently set at) and turn off custom scaling
3) Log off and log back on as the user for this to take effect
4) Go into Display and go into Resolution settings - now you should see more 3:2 ratio resolution choices versus just the one that Surface was set to.
Pick the one that your client is most comfortable with - my client's sales reps were using either 1920 x 1280 or 1800 x 1200.
