Still not understanding 2006 licensing count - explain please...

Hi,

 

My company has a mix of retail boxes and some license certificates for 2006 Premium Workgroup. When I go to the server and open a database there it says "There are enough licenses for 35 active users in this database" and "You have enough licenses for 12 additional active users." There are 5 users listed as "Active - pending logon" and 23 listed as "Active". Does this mean I have at least 35 valid installations of ACT on my network (including the one on the server)?

 

Another database on the same server says  "There are enough licenses for 14 active users in this database" and "You have enough licenses for 6 additional active users." Does this imply that 21 of the previously mentioned 35 have never opened this database?

 

The software was all installed and activated on each workstation as licenses or retail packs were purchased.

Retail licenses and Premium licenses cannot access the same database.

 

When I user logs in from a workstation, the license for that workstation is automatically added to the database.
