Some contacts Access Level won't change from Public to Limited

I am in charge of setting permissions in our database with ACT Premium 2012.

  • A set of new contacts are added by multiple Standard users in our database. (not administrators).  These contact have Public access level.
  • I log on as administrator
  • I go to List View on All contacts.
  • I select all the new contacts.
  • I right click and choose Edit Contact Access...
  • Choose 'Add Users/Teams...'
  • Check a user in the user tab
  • Ok - Yes to the warning...
  • Message says "Changes could not be made to one or more of the selected records.  Either you don't have permission to modify the contact access list, or the contact is a user record.  Access to user records may not be changed."

RESULT - Some were changed and some were not.

NONE of these contacts are users.

I am an administrator.

 

NOTE:  If I go to any of the ones that are still marked 'Public' and I try to 'Edit Access List' individually, it works jus fine.

 

What would I not be able to change the access level on some in 'bulk' mode when I can change those same ones individually?  I have to do this to hundreds per week.

Not sure why it would be different individually or in bulk, but check the Record Manager field.  You may need to change the user first?

Do the ones not changed have anything in common?
Same Record Manager?
Maybe where the RM isn't in the Limited Access set?
