I am in charge of setting permissions in our database with ACT Premium 2012.
RESULT - Some were changed and some were not.
NONE of these contacts are users.
I am an administrator.
NOTE: If I go to any of the ones that are still marked 'Public' and I try to 'Edit Access List' individually, it works jus fine.
What would I not be able to change the access level on some in 'bulk' mode when I can change those same ones individually? I have to do this to hundreds per week.

Not sure why it would be different individually or in bulk, but check the Record Manager field. You may need to change the user first?
