Is there a way to search for certain text in todos?

Not sure if this is what you're looking for but the Universal Search feature (accessible from the NavBar, or the lookup menu - look for the spyglass icon) is able to find matches in Activities like To-Do's.
In the Search view you can filter it down to just Activities to help narrow down the search.

Hi there, Jon is quite right, the universal search is an excellt feature to use to search activities.
You can also perform a keyword search by going to the "Lookup" menu, choosing "Advanced", then "Search on Keywords". This will also allow you to perform searches within Activities only.

The Universal Search feature uses a service to run, it's possible that this service being stopped is causing the issue.
You can check it by hitting 'Windows Key + R' and typing "services.msc". In the services window you'd be looking for something called ACT! Service Host
Check that it's there, and that it's running, and that it's startup type is set to Automatic (as above). You can right-click to start/stop it or right-click > properties to change the startup type.
If it's there, and running, but the search still won't work - there are some troubleshooting ideas in this Knowledge Base article:

If it's not there at all, you might want to take a look at this one:
Act! Service Host does not appear in the Microsoft Services window
If you are still having issues it's always worth posting your Act! Version number, Operating System and things like that to supply more information!
