Using ACT 17 Premium Web Version on Windows 7 Pro 64bit computer. Database on a Windows 2012 Essentials Server. Upgraded from Act 2000 to 17. In ACT 17 PremWeb I find the horizontal pane with the all the contact fields is always within 1-2 inches of the top of my desktop monitor. Each time I launch ACT or change databases I have to drag the dividing line down so it is mid way on my monitor screen. Any way to save the pane layout? See screen shots attached. In ACT 2000 when you launched the position of the horizontal and vertical panes within the ACT window remained as they were when you exit.
The height you set this section to should be saved when you restart Act. It sounds like your local preferences aren't being saved, which is causing the issue.
