Nothing built into Act for this, but take a look at LiveScribe.com This is a special pen/paper combination that will allow you to upload your handwritten notes. You would then need to attach them to the appropriate record.
the pen will also record a meeting as you're taking notes. This can be uploaded to a portal. YOu could then just place the url into the ACT record.
