There could be many reasons why the service will not start, error messages during the install, MS patchesnot applied etc.
Have a look in the ACT! Knowledgebase http://www.act.com/support/index.cfm and search on SQL in your versio0n of ACT!
There are a number of articles dealing with SQL and article 19409 would be a good start.
