SQL Express/Standard 2014 is the most recently supported version.
For more detailed info, see the Compatibility Matrix: http://kb.act.com/app/answers/detail/a_id/29767

I know server 2106 isn't (yet) supported by Act! for any version, but I wondered if anyone has experimented with Server 2016 or Server 2016 Essentials, and whether it actually works?
We have Act! v 18 Premium, and also use the web version... and we want to know if we can change the server (for other reasons) and therefore whether doing so would break our Act! system?
Are there any brave experimental users out there who have tried?
We have use Act! for some 10 years, and I know most of its tricks and tips... but I'm always reluctant to be the very first! :-)

Although not supported I cannot think of any features in Windows Server 2016 that would prevent it from working. It is possible that ACT would run a compatibility test and fail the installation so I would suggest that if you do try to install use the option on the 2016 server to install in Compatibility Server 2014 Mode.
