SQL 2008 Server Config Manager will not restart after stopping it

Never had problem Stopping and Starting SQL Server (ACT7) from the SQL Conf. Manager until I upgraded to ACT! 2011 SP1HF2.  Running Windows7 64bit with 3GB RAM and a recent Win7 SP1 update.  After a fresh bootup I can stop and restart but after running ACT for a while performing Design layouts, change records, field changes, ect. and see Task Manager Performance Tab showing 1.9-2.1GB used.  The error message after trying to restart I did not record, but it ask to check a log file and other stuff.  I stop and start in order to release memory that ACT sucked up in get performance (speed back), which my PC drive (virtual memeory) activity is heavy.
