I have a resource that is set as a location. I am trying to schedule it on a certain date and time and it shows as being busy in the availabilty tab and will not let me reserve it (says it has already been reserved).
I have gone through every calendar for every user in the system (active and inactive) and no one has any appointments on that day so there should be no activity associated with the Resource.
I am able to reserve the resource for time slots before and after what shows as already having been reserved.

Is it specific to that date and time? Try running database maintenance and fix known activity data issues from actdiag.
