Required (non-empty) Fields NOT Enforced in ACT v16

I am using ACT v16 Hot Fix 2.  I have required fields that are set to not allowed to be blank.  When we used ACT 2008, this worked PERFECTLY to  the point where the software wouldn't allow the user to leave either the contact or opportunity record until you put data in the field.  in this version, the field may or may not show the red exclamation that the field is required.  When it does, it does it backwards and alerts you immediately before you have even tried to enter any data.  But the issue is, if you leave the field blank, and leave the record or opportunity, it allows it!  This is getting frustrating as now i have had to build exception reports pulling records with missing data to fix required fields.

 

Any other having this issue and better yet, any suggestions a a solution?

FYI, I STILL have this problem after another upgrade to v20.  It appears it is only on the Opportunity fields.  The Contact fields that are not allowed to be blank work fine.  No one has ever had this happen?

This isn't an issue I've ever seen before. Which fields is it that you are setting to not allow blank?

It's the Referred By field on the opportunity. The check box "Allow field the be Blank" is removed in the field definition.  I have tried checking the box, saving, and un-checking again with no success.
