Is there a way in an ACT Premium 2011 report to see the contacts we have not entered Notes on within the past year? In the Print Preview window for a report, on the Note tab, there is a way filter for a certain timeframe but we can't figure out how to find contacts in the lookup who do NOT have notes within a certain timeframe.

Not a report but checkout Lookup | Contact Activity.

This is one of the best reasons to use HISTORY and not notes to enter activity with a contact. Using a history (CTR+H) or History from the toolbar, will flag a last reach, or last call or last meeting date field withing ACT. Then it's easy to look at people we have called or not called by doing a query against those fields.
