Yes, I tried all of that. My user name is correct and there was never a password.
As a last ditch effort I reinstalled Act 2013 and everything came up first try perfectly!
Therefore, in the future, if anyone has the same problem as above, they should immediately re-install ACT.
Windows does a preliminary scan of all programs to check if compattibility issues. Obviously, it is not perfect!
