I have observed this myself in ACT! Premium for Web version 13.1.111.0 HF 1 . I have posted this information as a bug submission to Sage today.

I had this problem with ACT! 2011 Premium for Web accessed on Windows XP.
Go to Tools > Internet Options > Security in Internet Explorer, and for Trusted sites and Internet, click 'custom level' and enable "Automatically prompt for file downloads".
