Well, if a static report works for you, then the Activities report might fit the bill (or at least be a start).
Do a lookup on the contacts so you have a list that meets the criteria for the field you want. Then from reports menu, select Activities and in the filter area, be sure to select "Current Lookup". This will limit the included contacts to just the ones you looked up.
From the Activities Tab you can filter the dates and types of Activities to include.
As far a running this from a query, unless I am forgetting something obvious, I don't think you could do it directly.
You should be able to back into it from a group:

We have developed an add-on for ACT! called Impact - Task List Module which allows you to sort, group or filter the task list by any value on the contact record among many other features.
