Problem upgrading Act Premium v21 on local client

When installing the Act Premium v21 upgrade on local client, installation package says Visual C++ must be installed, do you want to install. (Noted as Pending)  Clicked on yes and got error message saying "Installation of MS Visual C++ 2010 Redistributable Package (x86) appears to have failed."

Checked Installed Programs in Control Panel, and MS Visual C++ 2010 is listed as already installed.

Shall I uninstall it and let the installation program reinstall it?

Local client is running Windows 7, 32 bit.

Yes, uninstall it, reboot, and let the program reinstall it.

This is an issue sometimes on Windows 7
