You upgraded from Premium ST?
Then maybe you didn't have the ACT7 instance on the SQL Standard

If you have SQL Standard CD from a previous version, uninstall ACT! and use the Uninstaller.exe to remove the ACT7 Instance.
Then install SQL Standard and create the ACT7 instance manually as per:
Then install ACT! to use it
